HELP! Why did he stop initiating?

Me and this guy have had a pretty rocky friendship in the past. I caught feelings for him when we became friends with benefits (NO SEX). Later on I found out that he had a girlfriend the entire time. I felt betrayed, lied to, and strung along. Besides that we had some good times too he treated me to dinner, the movies, and so on. He knows I'm a virgin but he has never pressured me for sex either. Anyhow, he just graduated from college and he's working. I'm still completing my degree. I ignored him for almost a year after the drama happened and he CONSTANTLY pursued seeing me again. I gave in right before the new year, I needed closure. We talked and settled things and we moved on. For some reason after all of that I still like him. Sometimes I argue with him over small things but he is a jerk sometimes. Recently he stop texting me first like he used to. His girlfriend and him have been broken up from months now. What is going on? He says he cares about me, but he doesn't act like it.
